Job Requirements: 

  • Bachelor’s degree in Business Administration, Human Resources, Organizational Psychology, or a related discipline.
  • Professional HR certifications (e.g., CIPD, SHRM, or recognized Talent Management Practitioner certification) strongly preferred.
  • Demonstrated track record in full-cycle recruitment, workforce planning, and organizational learning frameworks.

Core Responsibilities:

  • Review manpower and hiring requisition forms to ensure strict alignment with the approved organizational structure and headcount budgets.
  • Assess requests for newly created positions and structural modifications in coordination with department heads, incorporating approved changes into the annual workforce plan.
  • Conduct Training Needs Analysis (TNA) for administrative departments to identify competency gaps based on structured job analysis.
  • Oversee the execution of the annual training plan, monitor vendor deliverables, and calculate training impact and return on investment (ROI).
  • Prepare, manage, and monitor the recruitment and talent development budgets, ensuring optimal resource allocation.
  • Review job postings, manage multi-channel sourcing pipelines (including LinkedIn Recruiter), screen candidates, and supervise appointment committees.
  • Lead competency-based interviews, manage selection workflows, and oversee the extension of formal employment offers.
  • Conduct comprehensive job analysis and workload analysis for newly created administrative, support, and operations roles.
  • Evaluate and audit external training providers and consulting centers, conducting competitive quote comparisons.
  • Formulate, standardize, and continuously refine talent acquisition and learning SOPs.
  • Monitor training program attendance records, enforce institutional policies regarding unexcused absences, and take corrective actions with trainers or trainees when required.

Key Skills & Technical Competencies:

  • Advanced expertise in competency-based interview techniques and evaluation rubrics.
  • Proven competency in Training Needs Analysis (TNA), training design, and ROI assessment models (e.g., Kirkpatrick).
  • High capability in writing precise, market-standard job descriptions and conducting workload/capacity analysis.
  • Proficiency in modern recruiting platforms (LinkedIn Recruiter, ATS systems, and digital sourcing tools).
  • Strong presentation, public speaking, and executive reporting capabilities.
  • Strong knowledge in using AI for screening and evaluation resumes.

Employment Details:

  • Experience Required:5 to 7 years in recruitment, talent development, and training, including a minimum of 2 years in a supervisory or section-head capacity at universities highly demanded.
  • Location Preference: Resident of Tanta or surrounding governorates preferred.
