Job Requirements: 

  • Bachelor’s degree in Human Resources, Business Administration, Law, or a related discipline.
  • Comprehensive, up-to-date knowledge of Egyptian Labor Law and Social Insurance Law .
  • Proven track record in managing personnel affairs, employee filing compliance, contract lifecycles, and government relations.

Core Responsibilities:

  • Supervise daily personnel operations, ensuring strict compliance with Egyptian Labor Law, Social Insurance regulations, and university internal policies.
  • Manage and audit employee physical and electronic records, ensuring all statutory hiring documents are fully completed and maintained in an audit-ready state.
  • Draft, review, issue, and manage the full lifecycle of employment contracts, renewals, amendments, and probation evaluations.
  • Directly handle interactions with governmental entities, including the Labor Office, Social Insurance Authority, and related administrative bodies.
  • Supervise statutory insurance workflows, including timely submission of Form 1 (hiring), Form 2 (annual wage report), and Form 6 (termination).
  • Draft and authenticate official HR correspondence, such as employment certificates, experience certificates, bank transfer letters, and government letters.
  • Monitor and document employee lifecycle transitions, including onboarding, inter-departmental transfers, promotions, disciplinary measures, and terminations.
  • Maintain absolute confidentiality and physical/digital security of all personnel archives and personal data.
  • Generate periodic operational reports covering headcount movements, turnover rates, leave balances, and labor compliance KPIs.
  • Continuously review personnel administration workflows and recommend process optimizations to enhance efficiency and reduce compliance risks.
  • Manage workload distribution within the personnel team, provide continuous mentorship, and evaluate subordinate performance.

Key Skills & Technical Competencies:

  • Expert knowledge of Egyptian Labor Law, Social Insurance mandates, and governmental labor office protocols.
  • Advanced capabilities in managing personnel documentation, employment contracts, and statutory audits.
  • Proficiency in HR Information Systems (HRIS), personnel databases, and Microsoft Office (specifically Excel and Word).
  • Strong organizational and workflow management skills with meticulous attention to detail.
  • Demonstrated leadership, team supervision, conflict resolution, and decision-making capabilities.
  • High professional integrity with an unwavering commitment to data privacy and confidentiality.

Employment Details:

  • Experience Required: 7 to 10 years of progressive experience in personnel affairs, including proven experience in a supervisory role or section-head capacity at universities highly demand.
  • Location Preference: Resident of Tanta or surrounding governorates preferred.
  • Employment Type: Full-time.
