Job Requirements: 

  • Bachelor’s degree in business administration, Human Resources, or Organizational Psychology.
  • A professional diploma or an international certification such as CIPD, SHRM, or a Talent Management Practitioner certificate is preferred.

Job Responsibilities:

  • Reviewing manpower request forms to ensure alignment with the approved structure, reviewing requests for modifications to job needs not included in the structure with relevant managers, and submitting them in the annual workforce plan to the Payroll Department.
  • Reviewing the annual training plan and completing training needs based on gaps between job requirements and employee competencies (as identified in job analysis), while monitoring implementation and measuring impact.
  • Preparing and monitoring the recruitment budget and ensuring efficient use of resources.
  • Taking necessary actions based on the training plan’s performance and submitting recommendations to the department manager for continuous improvement.
  • Reviewing job advertisements, screening CVs (white-collar) and applications (internal and external), and supervising the coordination of interviews and appointment committees.
  • Conducting interviews for blue-collar positions and communicating with candidates at Level 9 and below to extend job offers.
  • Preparing job analyses and workload analyses for newly created positions at white collar and below, and submitting recommendations to the department manager.
  • Reviewing the list of approved training centers, comparing quotes, and approving them.
  • Participating in developing and updating recruitment procedures and evaluating different recruitment channels.
  • Taking necessary actions in case of unexcused absences from training courses according to attendance records.
  • Taking appropriate action to replace trainers or address issues with trainees.

Skills:

  • Proficient in conducting competency-based interviews.
  • Strong skills in training needs analysis (TNA) and measuring training impact (ROI).
  • Ability to accurately prepare and develop job descriptions.
  • Skilled in using professional recruitment platforms (e.g., LinkedIn Recruiter).
  • Excellent presentation and delivery skills.

Years of Experience:

  • From 5 to 7 years of experience in recruitment, training, and performance development, including a minimum of 2 years in a supervisory role or as a department head.
