Job Requirements:<\/span><\/span>\u00a0<\/span><\/h2>\n

  • Bachelor\u2019s degree in Business Administration, Human Resources, Organizational Psychology, or a related discipline.<\/li>\n
  • Professional HR certifications (e.g., CIPD, SHRM, or recognized Talent Management Practitioner certification) strongly preferred.<\/li>\n
  • Demonstrated track record in full-cycle recruitment, workforce planning, and organizational learning frameworks.<\/li>\n<\/ul>\n

    Core<\/strong> Responsibilities:<\/span><\/h2>\n
      \n
    • Review manpower and hiring requisition forms to ensure strict alignment with the approved organizational structure and headcount budgets.<\/li>\n
    • Assess requests for newly created positions and structural modifications in coordination with department heads, incorporating approved changes into the annual workforce plan.<\/li>\n
    • Conduct Training Needs Analysis (TNA) for administrative departments to identify competency gaps based on structured job analysis.<\/li>\n
    • Oversee the execution of the annual training plan, monitor vendor deliverables, and calculate training impact and return on investment (ROI).<\/li>\n
    • Prepare, manage, and monitor the recruitment and talent development budgets, ensuring optimal resource allocation.<\/li>\n
    • Review job postings, manage multi-channel sourcing pipelines (including LinkedIn Recruiter), screen candidates, and supervise appointment committees.<\/li>\n
    • Lead competency-based interviews, manage selection workflows, and oversee the extension of formal employment offers.<\/li>\n
    • Conduct comprehensive job analysis and workload analysis for newly created administrative, support, and operations roles.<\/li>\n
    • Evaluate and audit external training providers and consulting centers, conducting competitive quote comparisons.<\/li>\n
    • Formulate, standardize, and continuously refine talent acquisition and learning SOPs.<\/li>\n
    • Monitor training program attendance records, enforce institutional policies regarding unexcused absences, and take corrective actions with trainers or trainees when required.<\/li>\n<\/ul>\n<\/section>\n

      Key Skills & Technical Competencies:<\/strong><\/h2>\n

      • Advanced expertise in competency-based interview techniques and evaluation rubrics.<\/li>\n
      • Proven competency in Training Needs Analysis (TNA), training design, and ROI assessment models (e.g., Kirkpatrick).<\/li>\n
      • High capability in writing precise, market-standard job descriptions and conducting workload\/capacity analysis.<\/li>\n
      • Proficiency in modern recruiting platforms (LinkedIn Recruiter, ATS systems, and digital sourcing tools).<\/li>\n
      • Strong presentation, public speaking, and executive reporting capabilities.<\/li>\n
      • Strong knowledge in using AI for screening and evaluation resumes.<\/li>\n<\/ul>\n

        • Experience Required:<\/strong>5 to 7 years in recruitment, talent development, and training, including a minimum of 2 years in a supervisory or section-head capacity at universities highly demanded.<\/li>\n
